2. Admin Updates – Antonella

b. Carlos provided an overview of December Regional Board-BAFPAA meeting
3. BAFPAA strategic plan – Antonella and the leadership team is still taking input on the Strategic Plan update. Link to BAFPAA Home Page with Strategic Plan. Send comments to Antonella.
4. Valley Water Water Resources Protection Zones Ordinance Update – Mark Bilski – ordinance passed last November. Went into effect in December. Ordinance has the effect of law, allows no camping on VW property. This approach is new to Valley Water and they are considering this year a pilot program. Avoids criminalization. Mark’s happy to come back next year for an update. Mark’s presentation and other materials are attached.
5. Committee Updates
c. Restoration Authority – Paul Detjens – This year, the RA Advisory Committee will meet 3 times. Next meeting in May. Many BAFPAA members haven’t yet applied for funds. Please reach out to Paul if you have project ideas. 5/3 opening of Pacheco Marsh – visit JMLT.org for opening.
d. Environmental Permitting Committee meeting next week
e. SFEP Implementation Committee – next meeting on 3/19. Tess will update after this meeting.
f. AQPI – SW working with BAWAC and federal partners on continued funding. Jon Rutz has a new performance evaluation, attached.
g. Army Corps Updates by Tami Church (sent by email)
i. Jessica Ludy (USACE, SPN) will be taking over as the California Silver Jackets Lead.
ii. Currently, there is no funding available for FPMS Technical Assistance new projects right now. We may have more updates on that after March.
iii. WRDA 2024 had some language about USACE doing a Bay-area wide Sea Level Rise Study. Understandably, many are excited about that effort. However, WRDA legislation was just authorized and not appropriated so no actual funding to carry out that work. That effort is in the works but it will be a few years before work gets going in earnest if we are lucky, so we really don’t know the size or scale of the comp study.
iv. Question for the group: If anyone has had experience complying with the New BCDC RSAP requirements, we at USACE are curious about what that looks like and what kinds of modeling you do to come up with the “cost of inaction.”

7. Treasurer’s Report – Almost all dues are paid in full. RFP – no proposals in yet. VW is hoping for a response by COB today.
